Native vs Enabled AI. Why the Difference Matters for Security and Compliance.
AI is not monolithic. In today’s rapidly evolving ecosystem, there is a critical distinction between AI native systems and AI-enabled or bolt-on systems. Understanding this difference can make or break a governance strategy.

Their insights shed light on how organizations should structure security programs in an era when autonomous agents, LLMs, and multi-agent systems are transforming operations.
AI Native. Built from the Ground Up.
Conway describes AI native technologies as systems where AI is woven into the fundamental architecture. It is in the pipelines, workflows, and infrastructure. It learns continuously. It adapts. It behaves as a first-class component of the business.
In native environments, AI influences how services run, how models train, how decisions are logged, and how improvements occur. It is part of the secure development lifecycle and cannot be separated from the operational fabric.
This creates both an extraordinary opportunity and a significant risk.
AI Enabled. Bolted On After the Fact.
Many organizations today operate with legacy systems that did not anticipate AI. As Conway explains, bolt-on AI means applying AI capabilities to existing processes or technology stacks in partial or isolated ways.
The risk is fragmentation. The controls designed for traditional systems rarely map cleanly onto AI-driven decisioning. The model may not be monitored as part of ERM. Procurement teams may not know how vendors are training data. Data pipelines may not be instrumented for transparency.
Without holistic integration, visibility disappears quickly.
The Rise of Non-Human Agents
One of the most striking themes from the conversation is the emergence of agentic AI systems. These autonomous capabilities can trigger workflows, initiate transactions, or manage operational technology.
Conway highlights real-world scenarios already being explored in national labs. Imagine non-human agents adjusting energy output at power plants or managing critical processes in manufacturing or water filtration systems. These capabilities will exist. They may already be in testing.
If they are treated like traditional software, organizations risk catastrophic blind spots.
Agents have identities. They require permissions, access management, provisioning, and deprovisioning. They can cause harm if misconfigured. They can be exploited if unsecured. In many ways, they must be governed like human users.
Securing AI Means Returning to First Principles
Hetner emphasizes that organizations must build risk models that anticipate both adversarial behavior and unintentional failure modes, such as model drift, data leakage, bias, or integrity issues. Practitioners should analyze:
- What could go wrong?
- What mitigation measures exist?
- Where are the controls weak?
- How will issues be detected?
- How will we respond?
Continuous monitoring is no longer optional. Human validation must remain in the loop. And in some cases, agents will monitor other agents for deviations, creating a layered approach similar to cyber defense in depth.
Why Integration Matters for Governance
Boards and executives need clear visibility into which systems are native, which are bolt-on, and which rely on external third parties. As Conway notes, directors should ask.
- Show me where AI is embedded in our secure development lifecycle
- Show me how our suppliers use AI
- Show me the use cases and the governance model
- Show me how we test for drift, failure, or bias
Without these insights, governance becomes speculation rather than stewardship.
A Future That Demands Hard Questions
AI will reshape business processes faster than many leaders anticipate. Autonomous agents, model-level integrations, and multi-system orchestration will introduce new efficiencies but also new systemic risks.
Organizations that succeed will be those that architect AI intentionally, embed it within their risk frameworks, and secure it as they would any mission-critical asset.
